Instructions:

  1. Preheat your oven to 350°F (175°C). Grease a 9×13-inch baking dish.
  2. In a medium saucepan, melt the butter over medium heat. Stir in the flour, salt, and pepper, and cook for 1-2 minutes until the mixture is smooth and bubbly.
